Partnership with Prime Capital AG and Norsk e-Fuel
RES has signed a sales agreement with Prime Capital AG, who together with Norsk e-Fuel plan to produce 80,000 tons of e-Fuel annually in Alby, Ånge Municipality. Below, we’ve compiled some of the most frequently asked questions and their answers.
The Project
The timeline will be adjusted, which is natural as an extended operation — the production of aviation fuel (e-SAF) — is being added to the production process. The e-SAF facility including hydrogen production will be located within the original project area. As being considered one facility, required permits will be adapted to include e-SAF production and prepare the combined engineering and construction phase. The new schedule estimates construction to start in 2027, with operations beginning in late 2029.
It will be an integrated facility containing both hydrogen and e-SAF production. The plant will be located within the area of land RES purchased from Ånge Municipality. It will be regarded as one single facility.
The first step uses energy, e.g. from renewable sources such assolar, wind, and/or hydropower to produce hydrogen via water electrolysis. This hydrogen is then combined with CO₂ — captured from biogenic or industrial combustion processes — to create a sustainable, synthetic crude oil substitute. This will be further refined to the final products; the process being optimized to produce the largest possible output of e-SAF. Today’s aircraft engines are certified to operate with up to 50% e-SAF blended with conventional fossil-based jet fuel, meaning it can be used without modifications to existing aircraft engines.
Constructing an integrated plant including hydrogen and e-SAF production means managing more stakeholders and technologies at once, though the number of steps is otherwise similar. Practically, it means the timeline will need to be adjusted, as the build and commissioning phase will take more time.
The plan is to transport it primarily by rail, though some transport by truck may also occur.
Initial assessments indicate that there is sufficient capacity. This will be confirmed in the further process. The accesses to both the East Coast Line and the Southern Main Line, as well as excellent rail connections overall, are key advantages of Ånge municipality. We are already in contact with stakeholders working to find the best possible solutions.
Creating a symbiotic industrial system in Alby, together with Ånge Municipality, has always been of interest to RES. Securing this goal is an inherent interest of the project owners and partners, Prime Capital and Norsk e-Fuel, and is an important aspect of the partnership agreement.
The project’s role in the symbiosis is to offer oxygen, heat and later potentially even hydrogen to other businesses — serving as an enabler for future symbiotic operations.
We are hopeful and optimistic about the creation of a symbiotic industrial hub in Alby. However, this also depends on other industrial actors joining our endeavor.
Alby is planning for a 500 MW grid connection, and that capacity exists in the area.
Alby will be connected to the Tovåsen transmission station, where a 750 MW transformer was already ordered in 2024 to support upcoming energy and industrial development.
To ensure a 500 MW connection to Alby, parallel projects are underway with Svenska Kraftnät and Ellevio, and their schedules will be aligned with the Alby project. Notably, Ellevio has already received the permit to build the power line between Tovåsen and Alby.
Yes, the Ljungan River provides sufficient water. The terms and conditions for water usage will be defined in the upcoming water court ruling (permit for water extraction and discharge of cooling water into the river).
The Partnership
Many parties have shown interest in investing in the facility in Alby. RES, who has already worked on the project for three years prior to today, has carefully evaluated all potential partners, and the selection process was given the time it needed. One important factor is the ability to enable industrial symbiosis, which is being developed in collaboration with Ånge Municipality. Another is identifying the partner best suited to bring the project to completion. A project like this requires perseverance to succeed in a new market, where feasibility depends on aligning the entire value chain — from securing electricity supply to signing purchase agreements. In Alby’s case, all partners, Prime Capital, Norsk e-Fuel and RES have the endurance needed to see it through.
There are several reasons why Prime Capital and Norsk e-Fuel have been interested in investing in Alby. The key factors include access to abundant and affordable renewable electricity and water in the volumes required, excellent logistical conditions, and a municipality that has clearly demonstrated strong interest in developing the Alby area. Already before, RES and Prime Capital have a long-standing and well-functioning collaboration, with Prime owning several projects developed by RES.
The partnership means that Prime Capital and Norsk e-Fuel have become the sole owners of the project, while ongoing project development is carried out jointly with RES.
This means that RES will continue to be visible in Ånge and will maintain contact with local authorities and the community. All three partners together will develop the necessary documentation regarding technology, design, and permitting to prepare for an upcoming investment decision.
Prime Capital and Norsk e-Fuel have joined the project as the investors, owners and key developerts of the facility. RES remains actively involved in the project, particularly until the investment decision is made. After that point, RES’ role will likely decrease somewhat. That said, RES is responsible for stakeholder management — including maintaining contact, relationships, and communication with all stakeholders. This means that RES will continue to be present in Ånge and will be the local point of contact for residents.
Community Development
The project is still in a very early phase, so it is too soon to provide a definite number of jobs.
Job creation can be estimated in different ways — for example, by counting the number of direct employees at the facility, or by including indirect jobs such as service providers.
Another important factor is the production strategy and shift model that will be used, which will be determined in later stages of the project.
The investment marks a significant step toward the completion of the facility in Alby, and in turn, the realization of Site Alby Östra. Ånge Municipality has long worked to become a hub for green energy, and the hydrogen facility in Alby is a key part of achieving that goal. It is through the realization of projects like this that Ånge’s decision to develop large-scale renewable energy pays off.
The project in Alby is a catalyst for the societal development Ånge Municipality needs — industrial transformation, new establishments, job creation, and the broader local growth that follows. This development puts Ånge on the map as a leader in the green transition.
This project is an important part of the industrial transition aimed at reducing fossil emissions in Sweden and globally. An investment of this magnitude will have an impact on both Sweden and the EU, as the product will be made available primarily on the European market. Being early in the market and demonstrating that RES and its partners — and Sweden as a nation — can contribute to producing new sustainable fuels could provide a competitive advantage.
RES will continue to have a presence in Ånge Municipality and maintain close dialogue with the municipality and local businesses. This gives us access to the network of entrepreneurs in Ånge and nearby areas which creates opportunities for employment and service contracts.
We will have a large need for expertise in the future — both from new employees and local entrepreneurs and specialists. The demand for skills and services will vary throughout the project, and procurement will occur as needed.
When the time comes, we will tender a few major contracts. How those contractors choose to engage subcontractors is beyond our control. However, what we will do is forward all contacts from our talent database to those contractors, allowing them to assess and determine how to proceed.
Sustainable Aviation Fuel (e-SAF)
e-SAF, or electro Sustainable Aviation Fuel, is a more sustainable and environmentally friendly type of aviation fuel produced synthetically through chemical processes. E-SAF is a liquid fuel that is chemically similar to conventional fossil-based jet fuels.
The “e” in e-SAF indicates that the fuel is produced based on electrochemical processes — meaning renewable power is used to split water into hydrogen via electrolysis. That hydrogen is then combined with captured biogenic carbon dioxide (CO₂) to build long-chain hydrocarbons that make up the synthetic fuel.
The goal of producing e-SAF is to create a carbon-neutral alternative to traditional aviation fuels, thereby reducing greenhouse gas emissions (such as CO₂) from the aviation industry.
The production volume of eSAF will be specified in the upcoming design and planning phase. Given the early stage of the project, a rough estimate is that a fully developed facility will produce approximately 80,000 tons of e-Fuel annually. Min. 75% of this will be refined on site to e-SAF. The remaining share will be e-Naphtha, a product used in the chemical industry.
It has always been the plan to further refine the hydrogen produced in Alby. The conditions in Sweden — particularly the availability of cheap, renewable electricity and biogenic carbon dioxide — are favorable for producing e-Fuels. The choice to focus on e-SAF is based on an overall assessment of the market development, as well as the fact that the Alby site has the right conditions for a large-scale e-Fuel facility.
Green investments are heavily influenced by timing and financial endurance. It is not easy to get all the pieces in place at the same time in a technological field that is relatively new and still developing.
When it comes to timing, many factors — including workstreams and external conditions — influence how favorable a project becomes.
A project like this requires perseverance to be realized in a new market, where feasibility depends on timing across the entire value chain — from securing electricity to signing purchase agreements.
In Alby, all three involved parties, Prime Capital, Norsk e-Fuel and RES have shown the persistence required to make this project a reality.
We believe Alby has a unique combination of advantages rarely found elsewhere in Sweden. Many of the puzzle pieces are already in place or in progress: a detailed development plan, secured land, electricity access, hydrogen permits, and access to water.
Additionally, our project timeline for sustainable aviation fuel production aligns well with the EU’s regulatory requirement for 1,2% e-SAF blending by 2030, increasing to 2% by 2032.
Biogenic carbon dioxide is CO₂ that comes from biological sources — for example, from plants or residue from biogenic waste such as food and other organic materials. When these materials decompose or are converted, the carbon dioxide that was previously absorbed from the atmosphere during their growth is released. Biogenic CO₂ is used as a raw material in the production of sustainable aviation fuel. By using biogenic CO₂, the aviation industry can reduce its dependence on fossil fuels and thus its climate impact.
We are currently in discussions with several potential partners, and the scale of the need in Alby provides some advantages. The coast holds potential, but we are also considering a broader area.
This is one of the critical pieces that needs to fall into place. The plan is for the CO₂ to be transported to the facility by rail.
